According to the approval information, the project of Shandong Fengquan New Material Co., Ltd. is a renovation and expansion project located within the existing factory premises in the southern part of the Yishui Lushan Chemical Industry Park, relying on existing public utilities and environmental protection facilities for expansion. Upon completion, the entire factory will have an annual production capacity of 68,000 tons of various rubber additives (including an additional 18,000 tons of styrene-modified phenol production capacity), , 10,000 tons of water treatment agents, 5,000 tons of solvent-free polyurethane coatings A, and 4,000 tons of aliphatic water-reducing agents. Styrene-modified phenol, as an important component of the series of rubber additives, is planned to have an annual production capacity of 5,000 tons, which is included in the total production capacity calculation.

In terms of production technology, styrenated phenol is produced using a continuous reaction process, with phenol and styrene as the main raw materials, followed by catalytic reaction, distillation, and purification processes. For the process exhaust gas generated during production, an alkali absorption unit will be used for pretreatment, followed by deep treatment via an existing activated carbon adsorption - desorption - catalytic combustion system for advanced treatment. The treated exhaust gases will be discharged through an 18-meter-high exhaust stack, ensuring that the emission concentrations and rates of pollutants such as VOCs and particulate matter comply with relevant standards, including the Volatile Organic Compounds Emission Standard Part 6: Organic Chemical Industry(DB37/2801.6-2018).

Additionally, environmental management will be strengthened by constructing an 80 m³/d wastewater treatment plant. Production wastewater will be pre-treated and treated together with other wastewater, then discharged into the municipal sewer system for further treatment at the wastewater treatment plant after meeting standards. Furthermore, the three simultaneoussystem will be strictly implemented, an environmental risk prevention and control system will be established, and regular monitoring and emergency drills will be conducted to ensure ecological and environmental safety.
